Indonesian Government Expedites Regulations to Ban ODOL Trucks
The Ministry of Transportation Targets Zero ODOL Trucks by 2027
The Government of Indonesia, through the Ministry of Transportation (MoT), is accelerating the drafting of new regulations to ban oversized, overloaded trucks – also known as ODOL trucks in Indonesia – from the roads.
The ultimate goal is to achieve Zero ODOL Trucks by 2027. This step is deemed necessary to create a national logistics system that is safer, more compliant, and more efficient.
What are ODOL Trucks?
ODOL trucks are freight vehicles that exceed the legal dimensions or payload capacities as outlined in the regulations. For example:
The cargo space is modified to a length or height greater than the standard size.
The vehicle is carrying loads exceeding the Maximum Permissible Weight (JBI).
While ODOL trucks are deemed more cost-effective by some owners, this practice often causes serious problems, including infrastructure damage and an increased risk of accidents.
Why Should ODOL Trucks Be Banned?
The government seeks to phase out ODOL trucks for several key reasons as follows.
Damage to roads and bridges. Excessive loads accelerate road deterioration and increase maintenance costs.
Increased risks of accidents. ODOL trucks are more difficult to control, especially when driving uphill or downhill or when braking. This condition is more likely to cause accidents.
Rising national logistics costs. Road repairs and accident response efforts have placed a significant financial burden on the country’s logistics operations.
Unfair business competition Compliant trucking companies lose out to ODOL operators due to the cost disadvantages.
New Regulatory Direction on ODOL Trucks
The MoT has been preparing new regulations to ensure a more measurable ban on ODOL trucks. The priorities include:
Deregulation and regulatory harmonization. Revamping regulations on freight transport to eliminate regulatory overlaps, targeted for completion by the end of 2025.
Regulations on freight rates. Implementing price floor and ceiling in accordance with the Regulation of the Minister of Transportation No. 60 of 2019 to prevent price wars and ensure safety.
Evaluation of vehicle standards. Harmonizing with the Government Regulation No. 55 of 2012 on Vehicles, including dimensions, maximum permissible weight, and the latest advancement in automotive technology.
Law enforcement trial program. Planned to begin in June 2026, before full enforcement in 2027.
Priority on freight rates. According to the MoH, the regulations on freight rates are not yet well defined. Therefore, technical and academic studies should be conducted to determine fair rates, prevent price wars, and improve traffic safety.
Harmonization of Freight Vehicle Standards
In addition to freight rates, the government is also expediting the harmonization of freight vehicle standards. Evaluations are conducted on some aspects, including:
Maximum Permissible Weight (JBI)
Maximum Permissible Combined Weight (JBKI)
Dimensions of freight vehicles
